Duties

Summary

These positions are located in Grand Teton National Park, in the Visitor and Resource Protection Division.

Temporary 1039: Temporary positions not-to-exceed 1039 regular hours (6 months) in a service year may be terminated sooner or extended depending on management needs. The typical seasonal entry-on-duty period for this position is May through October, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: May 2, 2021.

 

Responsibilities

  • Perform front country law enforcement patrol duties as well as law enforcement duties in remote backcountry wilderness areas including checking permits to determine compliance with relevant laws or regulations.

  • Prepare incident and law enforcement reports, issue citations and make arrests.

  • Perform as Emergency Medical Responder, First Responder, Wilderness First Responder, or Outdoor Emergency Care Technician (GS-5) or Emergency Medical Technician or Wilderness Emergency Medical Technician (GS-7) in the front and backcountry.

  • Utilize the Incident Command System (ICS) during emergency response efforts.

  • Conduct climbing patrols, searches, and rescues in a high alpine environment. Climb un-roped in 4th and easy 5th class alpine terrain.

  • Lead technical ice climbing routes at WI3/AI3 or harder. Lead technical alpine climbing routes at 5.9 or harder.

  • Respond to emergency incidents carrying equipment loads of up to 50 pounds at elevations up to 14,000 feet. Perform ground searches that require hiking long distances (up to 20 miles in a day) in mountainous terrain.

  • Perform technical and non-technical carry-outs of patients in backcountry settings. Work with helicopters in mountain search and rescue operations including short-haul operations.

  • Issue backcountry permits and educate visitors on permit regulations. Provide climbing route and conditions information to visitors. Educate visitors regarding wilderness ethics and leave no trace practices.

  • Manage backcountry impacts by monitoring, evaluating and mitigating potential resource degradation issues.

  • At the GS-7 level: lead others during law enforcement incidents and operations.

  • At the GS-7 level: lead others during helicopter rescues in an alpine environment. Lead others during lost-person incidents in backcountry settings. Lead others during high-angle, technical rope rescue in an alpine environment.

  • GS-7 level: higher level of responsibility requiring ability to work independently performing law enforcement duties, use own judgment and higher level of knowledge of the resource, techniques, etc.

    • U.S. Citizenship required. Meet Selective Service Registration Act requirement for males.

    • Must possess or be able to obtain a NPS Type II Law Enforcement Commission.

    • Direct Deposit: Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.

    • Drug Testing Position: The individual selected for this position will be subject to and must pass a drug test prior to entrance on duty. Incumbent may be subject to random testing.

    • Firearm Proficiency: Selectee(s) will be required to carry a firearm while performing duties and maintain firearm proficiency.

    • Must be free of any domestic violence convictions. Subject to successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

    • Driver's License: must submit (in State sealed envelope directly from the State authorities), at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

    • Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

    • Physical Efficiency Battery and Medical Exam: (see "Qualifications" section for details).

    • Mandatory Minimum Age Requirement: This position has a mandatory requirement that applicants must be at least 21 years of age.

    Qualifications

    All qualifications must be met by the closing date of this announcement (unless otherwise stated in this vacancy announcement).

    Mandatory Law Enforcement Commission: Applicants must meet one of the following criteria by the entrance-on-duty (EOD) date to be considered for these positions:

    • Currently hold, or have previously held (within the past three years), a National Park Service Seasonal (Level II) or full (Level I) law enforcement commission, or equivalent within the past three years.

    • Successful completion a Seasonal Law Enforcement Training Program during the last three years, but have not yet received a National Park Service Seasonal (Level II) Law Enforcement Commission.

    • Will successfully complete a Seasonal Law Enforcement Training Program by the entrance on duty date from one of the approved participating academies found at https://aonpr29.wildapricot.org/Seasonal-Law-Enforcement-Training-Program. NOTE: This is not regular police officer training.

    Applicants must certify in their supporting documents the possession of at least one of the above criteria. Please include in your resume your commission number with expiration date or your anticipated graduation date from an approved NPS Seasonal Law Enforcement Academy. (MUST SUPPORT IN RESUME OR WILL BE RATED INELIGIBLE FOR CONSIDERATION)

    Mandatory Emergency Response Certification:
    Applicants to the GS-5 grade level must possess an Emergency Medical Responder, First Responder, Wilderness First Responder, or Outdoor Emergency Care Certification or higher.

    Applicants to the GS-07 grade level must possess an Emergency Medical Technician or Wilderness Emergency Medical Technician Certification or higher.

    (MUST INCLUDE TYPE OF CERTIFICATION AND EXPIRATION DATE ON YOUR RESUME OR ATTACH A COPY OF YOUR CERTIFICATION WITH YOUR APPLICATION OR WILL BE RATED INELIGIBLE FOR CONSIDERATION).

    Mandatory Climbing Skills:
    Applicants must have led or shared leads on at least five Grade IV 5.9 traditional rock climbs, ice climbs rated Water Ice 3 (WI3) or Alpine Ice 3 (AI3), and aid climbs rated Aid 2 (A2) or Clean Aid 2 (C2). To be considered for this position, you must list in your resume or other application materials the names of the climbs and the corresponding grades and ratings that satisfy the above requirements. Please list any additional technical rock, ice, and/or alpine climbing experience and your most difficult technical rock, alpine ice, or mixed climbs. (MUST SUPPORT IN RESUME OR SEPARATE ATTACHMENT OR WILL BE RATED INELIGIBLE FOR CONSIDERATION)

    MINIMUM QUALIFICATIONS:
    In addition to the mandatory requirements listed above, to qualify for this position, you must demonstrate that you possess either the specialized experience or the education as described below. Equivalent combinations of experience and education may also be used to qualify:

    For the GS-05 grade level
    A. One year of specialized experience equivalent to at least the GS-04 level in the federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include but are not limited to: assisting with law enforcement or investigative work including conducting investigations, interrogating suspects, and preparing reports and legal documents; conducting wilderness patrols making visitor contacts in order to protect visitors and resources of a park or similar recreation area; educating the public on resource protection policies in order to gain compliance; working as an assistant mountain guide; or performing emergency services (emergency medical, search and rescue, emergency dispatch).
    -OR- B. A 4 year course of study above high school leading to a bachelor's degree with 24 semester hours of related course work. One year of full time undergraduate study is defined as 30 semester hours or 45 quarter hours. - OR- C. Equivalent combinations of education and experience. NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements.

    For the GS-07 grade level
    A. One year of specialized experience equivalent to the GS-05 level in the federal service. Examples of qualifying specialized experience include but are not limited to the following: independently performing law enforcement or investigative work including conducting investigations, interrogating suspects, issuing citations, making arrests, and preparing reports and legal documents; conducting wilderness patrols issuing warnings or citations in order to protect visitors and resources of a park or similar recreation area; working as a mountain guide; working as a ski patroller; or participating in technical rope rescue or helicopter rescue operations in a mountainous environment. - OR- B. You must possess one full academic year of graduate education related to the occupation. One year of full time graduate education is defined as 18 semester hours. -OR- C. Equivalent combinations of education and experience.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

    Physical Efficiency Battery (PEB): Applicants are required to pass the Physical Efficiency Battery (PEB) prior to entering law enforcement positions. The duties of this position require arduous physical exertion involving walking, running, lifting, standing, use of firearms, and exposure to inclement weather. The Physical Efficiency Battery (PEB) is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures the upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures the flexibility in the lower back, legs and shoulders; and 5) body composition - measures the body fat. Prior to appointment, applicants will be tested in all five components, but only the agility run, bench press and 1.5 mile run will be measured for a passing score in the 25th percentile (age and gender adjusted) of these components. These procedures will ensure that law enforcement officers are capable of performing strenuous physical training and law enforcement duties. Applicants shall be disqualified for appointment if they fail to meet any physical requirements. Probationary or seasonal employment is subject to termination for failure to meet the 25th percentile in each of the identified components being measured.

    Medical Exam: Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment.

    To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

    If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

    Physical Demands: On a regular and recurring basis, the position requires considerable and strenuous physical exertion when climbing, hiking, and lifting heavy objects. Work will be performed in and around helicopters, and employees may be short-hauled to backcountry locations to perform search and rescue duties. Work is performed on uneven, steep, rough, slippery, and rugged terrain. Work is performed outdoors, often under adverse weather conditions.

    Working Conditions: Most work is outdoors and is performed in temperatures from 90 degrees to below zero degrees. Work is often performed at night and/or under severe mountain weather conditions. The incumbent must frequently work on vertical rock faces at elevations up to 13,700 feet.
